LIGONIER — Patrons of the Ligonier Public Library will benefit from a new statewide e-book consortium, recently formed by the Indiana State Library and launched March 1.

Nearly 200 public libraries in the state will all share the OverDrive platform to create a statewide consortium of e-books and magazines. This new consortium, made up of libraries that serve populations of less than 150,000 people, will benefit libraries, taxpayers and library users. Users of consortium member libraries will be able to borrow materials from both their own library collections and member library collections.

The Indiana State Library is paying the platform fee for the consortium and 100% of member library fees will be for materials.

A team of library volunteers will also assist in the development of collections for the libraries and help ensure the effective use of consortium funds. Libraries can either purchase titles for their collection themselves or choose to allocate their funds to the collection development team.

These services will be transferred to the new consortium: reservations, payments, wishlist items and star rating.

Recommendations, reading history and tags will not be transferred to the new consortium.

Here is the program of events for the month of March at the Ligonier Municipal Library:

Today: Paint Chips Rainbows, 4:30 p.m., for children.

March 14: Mom’s Day In, 4 p.m.; a monthly program for mothers of young children. Make art, chat and enjoy refreshments while the little ones play.

March 15: Crafty crew, 5:30 p.m., for adults. Make a colorful rag chandelier; supplies are provided. Register before March 12.

March 17: Patty Party, 4:30 p.m. Kids can decorate a shamrock cookie and make crafts.

March 22: Bad Art Night, 4:30 p.m. for Teens and Tweens. Use a variety of mediums to create the worst possible art; no skills needed.

March 24: Family game night, 4:30 p.m. to 6 p.m.

March 28: Book club, 5 p.m., for adults. Pick up a copy of Ronan Farrow’s “Catch and Kill” and read the book to discuss it over dessert. Farrow recounts how a routine investigation on a television network led him to a story that is only whispered about: one of Hollywood’s most powerful producers was a predator, protected by fear, wealth and a conspiracy of silence.

As Farrow got closer to the truth, he and his producer were the target of a covert campaign of intimidation, threats and harassment. The book, part spy novel and part investigative journalism, is a story of rampant abuse of power, corruption and the silencing of victims of abuse.

March, 31st; Brick Builders, 4:30 p.m. Kids can build a brick garden and test their skills.

In 2021, all good news comes with an asterisk.

American democracy survived an unprecedented assault on January 6, but the nation is more bitterly polarized than ever. Life-saving COVID vaccines were developed in record time, but a significant portion of the American public refused to receive the vaccine. The Biden administration took office promising to fight climate change and “build back better,” but progress has been thwarted by key lawmakers on both sides of the aisle.

During this hopeful and frustrating year, contributors to the Island Press Urban Resilience Project celebrated our collective progress, while highlighting how far we still have to go.

For example, in “Good Jobs: The Unfinished Business of Environmental Justice,” Dr. Beverly Wright praised the Biden administration’s landmark Justice40 initiative, which directs 40% of federal investments to disadvantaged communities. To deliver on its promise, Dr. Wright argued, Justice40 must also include skills training and workforce development for those who have been left behind.

On environmental justice issues, there is a lot of unfinished business. To measure our progress, the Urban Resilience Project organized a virtual roundtable on the 30and anniversary of the first National People of Color Environmental Leadership Summit. Participants included Summit veterans who have shaped the movement for decades, as well as young leaders on the front lines of current struggles. Participants celebrated the extraordinary achievements of the Summit, while acknowledging the persistent racial inequalities currently playing out in the climate crisis.

The new administration has brought a welcome change on environmental issues, with appointments and proposals aimed at tackling climate and other challenges. But here, too, there are asterisks: the fine print of legislation and its implementation can derail the best intentions. Our contributors have stepped into the breach, offering advice to the administration on a wide range of issues. For example, in “If You Build It, We Will Prosper,” Henry Cisneros and William Fulton called for targeted investments in infrastructure that advance economic and environmental goals. Albert George has urged FEMA to change the rules that are driving South Carolina’s Gullah-Geechee off their land. And David Coursen counted the dire environmental costs of stagnant EPA funding.

Looking at the fine print, our contributors have sometimes found a dark side to seemingly positive developments. In “Don’t Fall for the Hydrogen Hype”, Eddie Bautista and Lewis Milford observed that hydrogen is not the clean fuel its proponents claim it is. And Todd Litman took aim at pneumatic tube trains, self-driving vehicles and other forms of “new mobility”, saying low-tech options like public transit and bicycles are better for people and the environment.

In the wake of addressing racial injustice in 2020, 2021 has seen a welcome focus on diversity within the environmental movement. But, as Lois R. DeBacker and Jacqueline Patterson have argued, “the problem isn’t just diversity; it is access to money”. Because it neglects environmental justice groups, “most environmental philanthropy is not aligned with the greatest need or opportunity in our field,” DeBacker and Patterson wrote. Similarly, Peggy Shepard accused the Bezos Earth Fund of flouting environmental justice nonprofits; later in 2021, the Earth Fund announced substantial new support for EJ groups.

In a year of mixed good news, our contributors have made an unequivocal contribution to the public conversation. They read the fine print, highlighted overlooked issues, and spoke truth to power. Their stories and solutions have now been collected in a new e-book Resilience Matters: Opportunities for Action to Strengthen Communitiesavailable free online.

In these pages, they take full measure of the challenges we face. But they also offer visions of a fairer, greener future – without the asterisks.

[ad_1]

The IAEA’s first-ever book by global thought leaders on nuclear law has just been released as an e-book, providing free access to a compilation of essays on this highly specialized area of law. Nuclear law: the global debate echoes the slogan of the upcoming IAEA First International Conference on Nuclear Law (ICNL2022), to be held in Vienna from April 25-29, and features articles from leading scholars, policymakers and scientists in the field.

Nuclear law underpins the entire nuclear industry, enabling the safe, secure and peaceful uses of nuclear technology for the benefit of humanity. International legal instruments, standards and norms provide the framework within which those who operate a nuclear power plant, transport radioactive materials for cancer treatment or those who experiment in a laboratory to develop COVID-19 test kits work.

“[M]Humanity continues to face great challenges today and can be expected to persist in the future, including food security, health care and water resources management, as well as the need for a cleaner and safer environment,” says Managing Director Grossi in his chapter. “Legal frameworks allow the use of nuclear technology to address these critical issues.”

This edited volume presents a truly global perspective on current and emerging issues in nuclear law, grouped around its four pillars: nuclear safety, security, safeguards and civil liability for nuclear damage. The authors trace the origins of legal instruments and practices in the areas of nuclear safety and emergency response, as well as the IAEA’s nuclear verification mandate. Addressing small modular reactors, contributors highlight the legal issues associated with the deployment of floating power plants and analyze the applicability of international physical protection obligations to advanced reactor technologies. Some experts reflect on the successes and challenges of building regulatory bodies, national nuclear security regimes, as well as entire national nuclear power programs. Others examine how liability could be established in court for radiation exposure and how to strengthen the global nuclear liability regime. Looking ahead, some experts are exploring the role of nuclear law in enabling the peaceful uses of nuclear science and technology, including in economic development, climate change mitigation and the achievement of the United Nations Sustainable Development Goals .

In his chapter, Director General Grossi sets out his vision: “to work actively to make the legal and normative framework we have today as solid as possible; help states comply with the laws, rules and standards that keep us all safe and enable us to enjoy the many benefits of nuclear technology; and enable all those who, together with the IAEA, shape the international nuclear legal instruments of tomorrow to be as proactive as possible.

The IAEA’s mandate

Custodian of international legal instruments on safety, security, safeguards and civil liability for nuclear damage, the IAEA is at the heart of the nuclear legal framework and plays a multifaceted role in the development and implementation of nuclear law. . Nuclear law will continue to provide a basis for harnessing the power of nuclear technology. To ensure nuclear frameworks evolve and remain fit for purpose, the IAEA will convene its first-ever nuclear law conference in April, where hardcover copies of the book will be distributed to attendees.

[ad_1]

George Saunders’ new short story, “Fox 8,” offers an unexpected twist on the author’s darkly comedic sensibilities. Told by a fox who has learned human language (the title’s Fox 8), it’s a tense little story of development and displacement in which the narrator and other members of his fury are driven from their habitat by construction of a new mall mall.

What sets “Fox 8” apart is two things – first, Saunders’ choice to write it in a highly idiosyncratic dialect full of phonetic misspellings (“First may I say,” he begins, “sorry for all the words I spell rong. Because I’m a fox! So don’t laugh or spell perfect. But here’s how I learned to laugh and spell as gud as I do!”). And second, the decision to publish it as an original e-book, the author’s first.

Initially, Saunders told the New York magazine last week that the story was for his “Tenth of December” collection, released earlier this year. “[But] every time I got to this one,” he explained, “it was asking one stretch too many of the reader. So I took it down, and then my editor was like, ‘Do you want to see this story again as a standalone version?’ I didn’t even know you could do that.

Saunders is right: “Fox 8” is a bit of an outlier, even for him. Structured as a letter to the reader (or “Reeder”), it begins as a tale of ingenuity and curiosity – the fox learns language by listening through an open window to a human mother reading bedtime stories to her children – before to become something considerably sharper and darker.

Foxes, the narrator insists, are frank and direct, not the sneaky tricksters of our childhood fairy tales.

“What I gathered was a story,” he tells us, deconstructing such a narrative, “but a fake and even a meen. In this story, there was a fox. But guess what the Fox was? Smart! Yes, true lee! He swapped a chicken. He took this plump chicken away from his coop, claiming there was food in a stump. We don’t cheat chickens! We are very open and honest with chickens! With Chikens, we have a Super Fare Deel, that is: they make the eggs, we take the eggs, they make more eggs. And sometimes even can eat a live Chiken, shud that Chiken consents to be eaten by us, thrown running to run away on those who approach, after searching for food in a stump.

There you have it, Saunders’ skillful use of irony, his ability to sketch out a complex world through the words and actions of his characters, who often fail to see the contradictions they present. But there’s also an honesty at work here, which grows stronger once Fox 8 has to interact directly with the human world.

Humans, he discovers, are deceitful, mean, violent. They are selfish and greedy, concerned with nothing but themselves. This becomes the center of the story, with Fox 8 wondering, “Why did the curator do so badly, making the group with the biggest talents the baddest?”

“Fox 8” was originally intended as a children’s book, although it was after it fell apart, Saunders says, that “it got really interesting just like a real short story. It was almost like, ‘How can- you make something so horrible happen to someone who is so nice?’ And of course, you’re like, ‘Yeah, that happens all the time!’ »

It is exactly that, both in the world of “Fox 8” and in the world we inhabit, which, despite the vanity of the story, are similar in many ways. It’s also Saunders’ particular genius to be able to weave these landscapes together, to make us see ourselves in this cunning tale. The point is that in life as in fiction, we create the universe we inhabit, that what we see is what we get.

Or, as Fox 8 reminds us, “If you want your stories to have a happy ending, try to be wiser.”
